Hongkong, 23rd May, 1901.
We have the honour to acknowledge the receipt of your communication of May 18th, in which you inform us that approval of the cross-section submitted by us on the 2nd instant is reserved.
The cross-section submitted by us is the recognised standard of construction in the United States and is largely used elsewhere.
Although we place absolute confidence in our Engineer, Mr. Belden, who has had considerable experience in the construction and maintenance of tramways, we deemed it advisable, in view of the attitude taken up by the Acting Surveyor General, to consult Mr. W. Denby, C.E., who has carried out extensive engineering operations in the Colony, and we requested this gentleman, accompanied by our Engineer, to interview the Acting Surveyor General, with a view to coming to some conclusion satisfactory to both sides as to the best method of laying the road bed for the Tramways in Hongkong.
Our representatives were unable to carry out our wishes, and their arguments bore no weight in breaking down the opposition of the Acting Surveyor General.
